NPCC Letter (1802A/21)

We write to you under s. 1(1) Freedom of Information Act 2000 to request the following information.
The NPCC has informed us that on 28 May 2021, it shared its written response to HMICFRS in response to the ‘Safe to Share’ report (the ‘28 May letter’) on ChiefsNet. A copy of the letter is attached to this email for completeness.
As you will know, ChiefsNet is the NPCC’s intranet site where certain pages are accessible to users on the .pnn network and other pages are controlled via a log in. This was a public document and so access to the letter was not restricted.
The NPCC has also told us that in each force it should be someone’s responsibility to look at ChiefsNet and share the information contained within with the relevant chief officer and/or Force strategic lead to ensure information is not missed. Therefore, there will likely be instances where the 28 May letter has been downloaded from ChiefsNet and shared amongst people within forces but records of this are not kept by the NPCC.
Accordingly, please could you provide us with the following information?
- Was the 28 May letter downloaded?
- If it was, on what date was it downloaded?
- With whom was the 28 May letter shared? If to identify them by name would compromise GDPR, please provide their rank. If that would still prove identifying, please provide us with the number of people it was shared with. If you cannot provide name and/or rank, please also explain why.
To find this information you may wish to identify who in your force has the responsibility of looking at ChiefsNet. To ascertain if they downloaded the letter and who they shared it with, you may need to contact them directly or access their emails. Additionally, you might have the technical capabilities to see who downloaded the letter from ChiefsNet.
