Fleet (1194A/22)

I would like to request a current (or as recent as possible) fleet list of vehicles with the following information

The separation of marked and unmarked resources should mean there is no security concerns. If there is any individual piece of information that is going to be too costly to retrieve, please provide an explanation and exclude the single piece of information.

Vehicle Fleet information of Marked Resources

– Vehicle Make (e.g BMW)

-Vehicle Model (e.g. X5)

– Vehicle Year (e.g. 2016)

– Registration Number / Registration Plate

– Callsign/Roof Numbers (ie; TD-19 OR F 01)

– Role of the Vehicle (e.g. Area Car, Prisoner Transport)

– Division the Vehicle is part of (e.g. Local Policing, Roads Policing)

– Station Vehicle is Based at

– Initial cost of Vehicle

Vehicle Fleet information of Unmarked Resources:

– Vehicle Make (e.g BMW)

-Vehicle Model (e.g. X5)

– Vehicle Year (e.g. 2016)

– Division the Vehicle is part of (e.g. Local Policing, Roads Policing)

– Initial cost of vehicle

Please be advised that the information that you have requested is not available in a readily retrievable format.

In relation to the initial cost of a vehicle purchased, we do not have a central recording category that would identify this. We would need to locate and retrieve each invoice to see when the vehicle was purchased and find its cost, to complete this for each vehicle within the fleet would exceed the cost threshold under FOI. We might be able to provide an overall vehicle cost per year – for all vehicles, if this is useful please come back to us.

Therefore, the cost of providing you with the information is above the amount to which we are legally required to respond i.e. the cost of locating and retrieving the information exceeds the ‘appropriate level’ as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.

In accordance with the Freedom of Information Act 2000, this letter acts as a Refusal Notice for this part of the request and if one part of a request exceeds the fees limit then S12 of the Act applies to the whole request

Further information on section 12 of FOI is available here:

However, in accordance with Section 16 of the Act I have a duty to provide advice and assistance in relation to your request.

  • Fleet number
  • Vehicle make and model
  • Location
  • Marked / Unmarked

This includes some unmarked vehicles which are in general use by West Midlands Police but it does not include any VRMs, covert vehicles, or those marked/un-marked vehicles used in a specialist capacity, this is because this type of information is exempt from disclosure by virtue of Section 31 – Law Enforcement.

All the above information is already available here:

Updated information is due to be published after May 2023 therefore Under section 22 of the Act, we are not required to provide information in response to a request if it is already scheduled to be released into the public domain. The information is exempt by virtue of the Section 22 (1) (Information intended for future publication) This exemption and explanatory notes is shown here:

While release of this information may enhance public knowledge of this area, to respond to this request at this time would require the information to be retrieved and collated, and would involve a disproportionate use of resources

In relation to Call signs, please be advised that these are assigned to officers rather than vehicles, and this information is exempt by Virtue of Section 31 – Law Enforcement.

In relation to Section 31 – Law Enforcement I am required to complete a Prejudice Test/Public Interest Test (PIT) on disclosure. Please find this PIT attached.
