2) If West Midlands Police does not use the Interim Exemption Scheme why not?

3) Who in West Midlands Police makes the decision whether a person is charged with an offence contrary to S1 Dangerous Dogs Act 1991 or the alternative civil proceedings under S4B of the Dangerous Dogs Act 1991 are used?

4) Does West Midlands Police have a written policy regarding use of the Interim Exemption Scheme and S4B Dangerous Dogs Act 1991?
