Coronavirus FPNs in schools (542A/22)

Request

Since the start of the 2020, can you tell me how many fixed penalty notices your force has issued for coronavirus lockdown or rule breaches specifically at schools?

Response

Our data are not organised in such a way as to allow us to provide this information within the appropriate (cost) limit within the Freedom of Information (FOI) Act (see ‘Reason for Decision’ below).

Police Officers have issued 5092 FPN’s in relation to coronavirus breaches.

We are unable to provide the details of those that were issued in schools as this would require a manual search of all 5092 records to see if it was at such a location.  Often it would not be recorded as this is not a mandatory field, that can be searched upon.

5092 records at 5 minutes per record = 424 hours which exceeds the 18 hour time limit for the purposes of the FOI act

It may be a note of interest to you that the national organisation ACRO, on the link below, may be able to help.

ACRO Criminal Records Office – FPN FAQs

If you send an enquiry in or indeed a FOI request through this organisation they may be in a better position to retrieve the data.

ACRO process all payments of FPN’s issued under Coronavirus legislation on behalf of Police Forces in England and Wales.

I am unable to suggest any practical way in which your request may be modified in order to satisfy your query or bring it within the 18 hours stipulated by the Regulations. I am however willing to consider any refinements that you are able to make to your request, in accordance with Section 16 of the Freedom of Information Act.  If you would like to look into refining your request please contact me.
