I would like to ask under the freedom of information act:
1) Number of warnings issued under section 59 of the Police Reform Act 2002 for the antisocial use of a vehicle. In addition, number of warnings issued to riders of an e-scooter.
2) Number of vehicles seized under section 59 of the Police Reform Act 2002. In addition, the number of e-scooters seized using this power.
I would like all of this data for 2018/19, 2019/20 and 2020/21 financial years please.

Our data are not organised in such a way as to allow us to provide this information within the appropriate (cost) limit within the Freedom of Information (FOI) Act. This is because this information is not all centrally collated.
With regard to question 1, Section 59 warnings are dealt with at a local level, therefore, in order to identify this information we would need to separately approach each Neighbourhood team, who would in turn have to conduct a search of their respective records and systems. However, to conduct these separate searches would exceed the appropriate limit (FOIA, s.12).
This means that the cost of providing you with the information is above the amount to which we are legally required to respond i.e. the cost of locating and retrieving the information exceeds the ‘appropriate level’ as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
In accordance with the Freedom of Information Act 2000, this letter acts as a Refusal Notice for this part of the request and if one part of a request exceeds the fees limit then S12 of the Act applies to the whole request.
However, in accordance with Section 16 of the Act I have a duty to provide advice and assistance in relation to your request and can provide the information requested for question 2 as this was retrieved during our initial research. Please find this below.

Please note that electric scooters are being recovered under S165 (no insurance), and we only began recording this in a uniform way since the start of 2021.
