Mysogyny (761A/21)

Request

1. Have you introduced misogyny as a hate crime in your force? If not, are there plans to do so? -Some local forces have introduced ‘misogyny’ as a stand alone hate crime so my question concerns whether West midlands has done this.  If YES the commencement date (CD), if NO do you have plans in place to do so.

2. If Yes to question 1. For public interest, how many individuals have made reports to your force where they have specifically stated misogyny as the offence/alleged offence? Since CD, if applicable

3. How many offences/alleged offences have actually been logged on your system as ‘misogyny as a hate crime’? Since CD, if applicable

4. How many individuals have been arrested/questioned under caution for the offence of ‘misogyny as a hate crime’? Since CD, if applicable

5. How many individuals have been charged by your force with the aggravating factor of ‘misogyny as a hate crime’? Since CD, if applicable

6. Specifically, how has training been impacted by misogyny as a hate crime? Is there specific training for unconscious bias? I appreciate the link to unconscious bias training. With the planned nationwide roll out of the introduction of ‘misogyny’ as a hate crime, I wondered whether West Mids has incorporated/will incorporate specific training in relation to this.

Misogyny is not covered by hate crime statute so cannot be classified and recorded as a hate crime category. We await the determinations from government on the recommendations from the Law Commission regarding misogyny and other hate crime issues.

West Midlands Police have not collected data yet in relation to misogyny as a non-hate crime matter. It is still under discussion by the NPCC but no steer yet other than at some point later this year the Home Office will be requiring forces to examine and record whether certain sexual offences against women were motivated by misogyny.

All West Midlands Police Officers complete a mandatory online training package for unconscious bias produced in partnership with the College of Policing.  It covers prejudice and discrimination so although not specifically named, this covers misogyny.

Unconscious Bias training is not aimed at Hate Crimes it is how we understand our behaviour.
