Covid FPNs (180A/21)
Request
1) How many fixed penalty notices (FPNs) have been issued to individuals who breached the rules on self-isolation (by leaving their home without reasonable excuse) after being contacted by NHS test and trace (under the “ The Health Protection (Coronavirus, Restrictions) (Self-Isolation) (England) Regulations 2020”) between September 28 2020 and February 2 2021?
2) Of those issued with FPNs, please give a breakdown of how many were fined:
- £1,000
- £2,000
- £4,000
- £10,000
3) Of those issued with FPNs, please give a breakdown of their ages within the age groups:
- Under 18
- 18-30
- 31-40
- 41-50
- 51-60
- Over 60

1) Please note that we haven’t recorded any specifically after Track and Trace. However, we have issued 581 FPNs for ‘Contravene requirement to not leave or be outside of place where they are living’ and 8 FPNs for ‘Failure to comply with a direction to return to the place required to self-isolate (regulation 5)’.
2) This information is not held by West Midlands Police. ACRO Criminal Records Office issue the fines in relation to these regulations. WMP issue the Fixed Penalty Notices that are then sent to ACRO who decide whether to issue a fine and process it. Therefore you will need to contact them for this information:
