Response

Please find enclosed our response.

Q1: Can you confirm the difference in the number of speeding fines given out in your county in February 2020 and April 2020

Feb: 7585 notices issued

Apr: 1926 notices issued

Difference: 5659

The drop is April is as a result of our response to CoVID19, the impact on staffing levels and a temporary reduction in enforcement. Also the cause could also be attributed to the general reduction in traffic on the road network.

Q2: Can you confirm the drop in speeding fines revenue in April 2020 compared to February 2020 in your region (i.e. the difference in the amount paid in speeding fines from February 2020 to April 2020)

The information provided relates to notices issued. There are a variety of options available to those issued with a speeding notice including driver education and court. Each notice does not necessarily result in payment of a fixed penalty fine.

Also given the timescales many cases will still be live and unresolved as yet, this is due to the process of identifying the driver. Hence there is limited data around outcomes.

Fines for fixed penalty offences are paid to HMCTS not West Midlands Police. We can advise how many tickets were issued for speeding resulted in the fixed penalty being paid or the revenue gained. The value element would need to be requested from HMCTS.
