Please tell me how many incidents involving e-scooters the police have been called to since July 1 2020 to current date . For each incident please tell me (if known):
1) Whether the e-scooter was privately owned or part of a rental scheme
2) Whether the incident occurred on a road, cycle lane or pavement
3) Where the incident took place (e.g. name of village, town or city)
4) A brief summary of the incident – e.g. e-scooter and pedestrian in collision
5) Whether anybody was injured
6) Whether anybody was fined or arrested, and if so, what the offence was

Our data are not organised in such a way as to allow us to provide this information within the appropriate (cost) limit within the Freedom of Information (FOI) Act (see ‘Reason for Decision’ below).
In order to retrieve such information a “key word” search for e scooters would need to be performed. However, this raises problems as an e scooter could have been recorded in many ways by officers in the modus operandi of the incident. For example, it could have been recorded as a battery operated scooter, Petrol scooter, powered scooter, scooter, electric scooter, e scooter.
Please note that incidents involving e – scooter may have been reported as a completely different “incident” types and a keyword search would bring back them all. All traffic related and other related incidents would be retrieved. The cost element to locate the exact information would exceed the 18 hours of the FOI Act, because every incident would need to be assessed in order to accurately locate the data. An example of this: A reported Burglary where an E scooter was stolen and ridden off…..this would be recorded as a “burglary”. The list of potential scenarios huge. We have calculated that after a search of key word e scooters and electric scooters only for the period specified there are 132 results, each record would take 30 mins per incident to read through and retrieve all the data you require thus taking 66 hours. This also has not accounted for all the other names an e scooter can be called.
I am unable to suggest any practical way in which your request may be modified in order to satisfy your query or bring it within the 18 hours stipulated by the Regulations. I am however willing to consider any refinements that you are able to make to your request, in accordance with Section 16 of the Freedom of Information Act.
