Request

1) How many (agency or other) interpreters (i.e. translators of the

SPOKEN WORD [either face-to-face or via phone]) were employed by

West Midlands Police in the (financial) year:

  1. a) 2011 – 2012
  2. b) 2012 – 2013
  3. c) 2013 – 2014
  4. d) 2014 (to date)

 

If possible, please include the language they interpreted from/to

i.e. Polish, Romanian.

 

2) The COST to West Midlands Police of employing

interpreters (i.e. translators of the SPOKEN WORD [either

face-to-face or via phone]) in the (financial) year:

  1. a) 2011 – 2012
  2. b) 2012 – 2013
  3. c) 2013 – 2014
  4. d) 2014 (to date)

NB: If interpreters and translators are recorded together on your

accounting/other systems, please just give me the combined totals.

Additionally, if you record things by calendar not financial year,

please just send the information anyway and state that is the case.

Response

West midlands Police do not directly employ interpreters or translators. Since November 2011 the force has worked with Applied Language Solutions (ALS) who engage interpreters on a freelance basis. Moreover, whenever Capita TI is unable to accommodate the requirements of a particular assignment, the officer in the case will identify an appropriate linguist from the National Register of Public Service Interpreters and, similarly, engage them on a freelance basis

 

West Midlands Police has not incurred any expenditure employing interpreters in any of the periods specified. However, by engaging freelance face-to-face interpreting, telephone interpreting and translation services for all suspects, victims and witnesses the force has incurred the following combined expenditure:

 

2011/12: £1,521,323

2012/13: £1,368,542

2013/14: £1,465,328

2014/15: Projected expenditure – £1,450,000

 

Telephone interpreting and translation costs equate to approximately 10% and 1.5% of total expenditure respectively.

Please note that these data should be interpreted with caution. Comparing numbers of crimes can be misleading and does not necessarily indicate the likelihood of someone being a victim of crime. In addition, the number of incidents/crimes recorded in an area over a period of time can be influenced by a number of factors. Consequently statistics on incidents/crimes for one period may not necessarily be a good indicator of future incidents in that area.

The detail collected to respond specifically to your request is subject to the inaccuracies inherent in any large scale recording system. The figures provided therefore are our best interpretation of relevance of data to your request, but you should be aware that the collation of figures for ad hoc requests may have limitations and this should be taken into account when those data are used.
